Drawing on its experience in regional development, the foundation is implementing programs to improve and expand a comprehensive development model for underprivileged regions with a focus on vulnerable populations:
- Collaboration with the Center for Strategic Development Studies in designing the model, preparing executive bylaws, and setting selection, intervention, and exit criteria for target regions
Oversight of studies in pilot regions:
Arzuiyeh County in Kerman Province and Raz and Jargalan County in North Khorasan Province
Monitoring the implementation of the development model
Designing and implementing knowledge management systems and documenting experiences
Engaging scientific and knowledge-based institutions to prepare development documents

Projects in Ghal'eh Ganj
The development plan, initiated in 2014 with Ghal’eh Ganj County, expanded to 78 regions by the end of 2023. As of 2024, the foundation began exiting target regions and revising the plan. Arzuiyeh and Raz & Jargalan have been selected as pilot areas for the new phase.
