Drawing on its experience in regional development, the foundation is implementing programs to improve and expand a comprehensive development model for underprivileged regions with a focus on vulnerable populations:
- Collaboration with the Center for Strategic Development Studies in designing the model, preparing executive bylaws, and setting selection, intervention, and exit criteria for target regions
- Oversight of studies in pilot regions:
- Arzuiyeh County in Kerman Province
- Raz and Jargalan County in North Khorasan Province
- Monitoring the implementation of the development model
- Designing and implementing knowledge management systems and documenting experiences
- Engaging scientific and knowledge-based institutions to prepare development documents
Strategic Approach:
- Applying lessons from the Ghal’eh Ganj model to design a more effective, replicable model

Major completed plans and projects:
The development plan, initiated in 2014 with Ghal’eh Ganj County, expanded to 78 regions by the end of 2023. As of 2024, the foundation began exiting target regions and revising the plan. Arzuiyeh and Raz & Jargalan have been selected as pilot areas for the new phase.
Projects in Ghal’eh Ganj:
- Construction of Parsian Kapari Hotel and pool to boost tourism and economic activity
- Establishment of Kaveh Industrial Lime Factory
- Implementation of a solar power plant for renewable energy
- Maternal health program: free medical services, nutritional supplements, and hygiene education
- Equipping the 32-bed Ghal’eh Ganj Hospital
- Construction of a health center in Rameshk District
- Collaboration with the Kerman Welfare Organization to build accessible toilets for the disabled
- Equipping 18 health houses with a 50% partnership with Jiroft University of Medical Sciences
- Construction, reinforcement, and equipping of schools to promote educational equity
